Call to Order and Roll Call.

ITEM NO. 1 Invocation - the McCook Ministerial Association - Bruce Lester, McCook Evangelical Free Church.
ITEM NO. 2 Citizen’s Forum.
*The Council welcomes your input.  You may address the Council at this time on items that are not on tonight’s agenda.
ITEM NO. 3 Mayor’s Announcements & Recognitions.  
ITEM NO. 4 Consent Agenda:
*The Consent Agenda is approved on one motion.  Any item listed on the Consent Agenda may, by the request of any single Councilmember or public in attendance, be considered as a separate item under the Regular Agenda.
ITEM A     Approve the minutes of the July 7, 2008 regular City Council meeting and the July 14, 2008 special City Council meeting.
ITEM B 

Approve the request from the St. Patrick Church to close 4th Street East from “F” Street to “G” Street and East “G” Street from 3rd Street East to 4th Street East on Sunday, September 21, 2008 from 10:00 A.M. to 8:00 P.M. and to utilize city property for their Annual Fall Festival on September 20 and 21, 2008.
ITEM C Approve the application for a Special Designated Liquor License submitted by Mo Dough L.L.C., License Number IK-57785, to cater a wedding reception at the Red Willow County Fair Grounds, 1408 West 5th Street, on August 30, 2008 from 1:00 P.M. to 1:00 A.M. 
ITEM D Approve the application for a Special Designated Liquor License submitted by Mo Dough L.L.C., License Number IK-57785, to cater a wedding reception at the Red Willow County Fairgrounds, 1408 West 5th Street, on December 13, 2008 from 1:00 P.M. to 1:00 A.M. 
ITEM E Approve and authorize the Mayor to sign the agreement between the City of McCook and the State of Nebraska, Department of Roads for Project No. BLD-M731(F27) for the construction of a transit maintenance and storage facility and related equipment.
ITEM F Receive and file the minutes of the July 1, 2008 Senior Center Advisory Board meeting.
ITEM G  Approve the request from the Red Willow County Fair Board for extra trash cans, eight bleachers, eight picnic tables, and the city water truck for the week of the fair, July 23 - 27, 2008 and authorize the Mayor to sign the Indemnification Agreement.
ITEM H Approve and authorize the Mayor to sign the Letter of Agreement with the State of Nebraska, Department of Roads for partial funding of the McCook Public Transit System from July 1, 2008 until June 30, 2009.
ITEM I  Approve the Certificate of Substantial Completion dated June 10, 2008 for the South Street Water Main Improvements for the contract price of $17,000.00 and authorize the Mayor to sign.
ITEM J  Receive and file claim for damages from Kim Gleason and instruct that it be submitted to the City’s insurance carrier for review and appropriate action.
ITEM K Approve the application for a Special Designated Liquor License submitted by Schmick’s Market Inc., 212 Westview Plaza, License Number DK-71092, for a Sampling/Tasting event to be held on August 1, 2008 from 5:00 P.M. to 9:00 P.M. 
ITEM L Approve Resolution No. 2008-07, ratifying the Collective Bargaining Agreement between the City of McCook and the Fraternal Order of Police Lodge 57 for the time period of October 1, 2008 through September 30, 2011, and authorize the Mayor to sign said agreement.

 REGULAR AGENDA

ITEM NO. 5

Approve Plans and Specifications for the “M” Street Drainage Improvements and Parking Lot Repair and set the time and date to receive bids as 2:00 P.M. on August 7, 2008.
ITEM NO. 6

Approve Plans and Specifications for the Completion of the Deep Injection Well and authorize receipt of bids to be set 30 days after approval from the Nebraska Department of Economic Quality.
ITEM NO. 7 Council Comments.
ITEM NO. 8 Conduct FY 2008-2009 Preliminary Annual Budget Workshop.
ITEM NO. 9 Adjournment.
